US Coast Guard HF Voice (Perfect Paul)

heard on 17314.0 KHz/USB from about 2140z to 2200z, so outside the normal schedules. Some stations broadcast forecast information as needed for significant weather. and maybe this was regarding hurricane Julio. Sell, since Julio is localized in the Eastern Pacific Ocean, NMC Point Reyes reasonably could be the radio that I listened to... a nice catch!

U.S. Coast Guard HF voice broadcasts are performed in the upper sideband mode using a synthesized voice known as "Perfect Paul". This voice is very distinctive and serves as in aid in identifying and copying these weather broadcasts.
